PDF import broken on Ubuntu's Inkscape 0.92.3

I'm using Inkscape on Ubuntu Mate Linux, Cosmic, on x86_86. Inkscape 0.92.3 (2405546, 2018-03-11), package name 0.92.3-4.
In the past I've used Inkscape to import PDF files and put them inside other Inkscape documents. This has worked with the PDF file I will attach to this report in the past, i.e., I deliberately used a file that I know is known good. Recently (cosmic update?) I noticed that this PDF import is broken on my machine, namely two different kinds of broken:

When I choose "internal import" when opening the PDF in question, some text (not all interestingly) is messed up and replaced by black diamonds with a while "?" in its center (similar to the character that shows up when there's unknown Unicode characters).

When I instead choose the "poppler import" the imported data looks perfect first. However, when I then copy and paste the image into a freshly created Inkscape document, the text becomes very small and messed up.
Note that I've posted this issue to the Inkscape-user mailing list ("PDF import broken?", 2019-01-13) and Alvin Penner has tried it out on Windows 10, Inkscape 0.92.3 (2405546, 2018-03-11) and could NOT confirm the bug on his machine. Also note that the SVG Alvin provided works perfectly on my Inkscape and copying and pasting it into a new document works perfectly as well.
I'll attach the PDF file in question, the way it's supposed to look (evince shows it perfectly) as PNG, the way that the file looks when I internally import it and the way the file looks when I import it using poppler and then copy/paste it into a new document.
