Color palette window doesn't adjust properly when size (1.0)

In reference to this message on the forum

Steps to reproduce:

• open Inkscape
• Tried changing the bottom colour palette size

What happened?

Nothing for some then lost half through a slide bar

What should have happened?

A Change to the palette size and to be able to resize the palette height.

Inkscape Version and Operating System:

• Inkscape Version: 1.0 (4035a4fb49, 2020-05-01)
• Operating System: Windows 10 Pro
• Operating System version: 1909
