PDF better under "Export" than "Save As"

Original submitter and subscribers aren't wrong. GIMP handles all other formats except native format .xcf this way. That's not to say GIMP's method is "the one true way." LibreOffice, for example, handles this situation exactly as Inkscape: "Save...", "Save As..." and "Save a Copy..." all allow saving in a plethora of different (pertinent) formats.
