color picker scales are wrong

Steps to reproduce:

• open Inkscape
• make rectangle
• use color picker

What happened?

• many of the color picker scales are wrong
  • hsl - all of them
  • rgb - alpha

What should have happened?

• hsl - hue goes to 360 - not just 255.

  • saturation and light are a percentage, 255 makes no sense. Same with alpha.

• Cyan = hsl(180, 100%, 50%)

  • in Inkscape hsl(180, 100%, 50%) makes a darkish blue/purple
  • these are rather basic things.

You can also evidence this bug on the Inkscape release page - GIF images, which shows the slider for hsl().l going to 255 and hsl()alpha to 255.
