Blur Effect bug on 1.0 RC1

Steps to reproduce:

Create any random shape, rotate it, and use the blur effect.

What happened?

The object will not be properly blurred, unlike an unrotated object. See attached video Blur_effect_glitch

What should have happened?

Rotated objects should have proper blur effect, like unrotated objects.

Inkscape Version and Operating System:

• Inkscape Version: 1.0 RC1
• Operating System: Windows 10
• Operating System version: Windows 10 1809
