More useful default color palette

What happened?

The default color palette contains a lot of different colors, many of which are not that generally useful. It also includes a huge number of colors, which means it scrolls horizontally on most screens.

This is usually overwhelming, and a source of confusion for people new to Inkscape in my experience. When I change the palette to one of more manageable size they tend to feel more at ease, and start using it productively.

What should have happened?

A palette with fewer colors overall, where a small number of shades for of each major hue (red, orange, yellow, etc.) are immediately accessible without scrolling would be a better default, for new and experienced people alike. Those who need very large palettes with specific colors are likely to change the default to a custom one anyway.

The Tango and GNOME palettes are good examples of the kind of palette I have in mind, and just using either of those as the default would be a step in the right direction.
