Allow mixing of namedview and guide lock behavior

Steps to reproduce:

• Create new document
• Add 2 guides (orientation irrelevant)
• Lock one guide
• Lock all guides
• Unlock all guides

What happened?

• Both guides are now unlocked

What should have happened?

• Unlock only the guides locked through use of the 'lock all' button

Inkscape Version and Operating System:
