The mouse wheel should not change options values when scrolling in certain areas

Steps to reproduce:

• For example I am in the export to png tab. I have all my options set up (like bit depth, compression, ...).

What happened?

• When I want to scroll to the top of the export png tab and I am over an option it changes the option value! I just wanted to go up the export to png window not change the option value.

What should have happened?

• I just wanted to go up the export to png window not change the option value.

Inkscape Version and Operating System:

• Inkscape Version: 1.0rc1 (09960d6f05, 2020-04-09)
• Operating System: windows 10 64bits 4Gb ram
