Locked guides open unlocked

Steps to reproduce:

• open Inkscape
• Drag a guide onto the current document
• Double click guide to open Guideline dialog
• Check "Locked" checkbox
• Click OK
• Save the document
• Close the document
• Open the document
• Note the guide lock state

What happened?

Guide remains unlocked when loaded (despite "inkscape:locked="true" saving correctly in the .svg file)

What should have happened?

Guide should be locked when document is opened. (inkscape:locked | false shows in the xml editor at this point)

• Inkscape Version: Inkscape 0.92.5 (2060ec1f9f, 2020-04-08)
