Cannot change default fill and stroke unless an object is selected

Steps to reproduce:
- open Inkscape
- select an object-creation tool (rectangle, ellipse, pen, etc.)
- open Fill and Stroke dialog/panel
- try to set the Fill and/or Stroke properties
What happened?
You can't. An object has to be drawn before colors/styles can be set from Fill and Stroke panel.
What should have happened?
An object style should be able to be defined from Fill and Stroke before object creation.
Inkscape Version and Operating System:
- Inkscape Version: Inkscape 0.92.1 r15371
- Operating System: Debian
- Operating System version: 9

That is something I found a bit weird in Inkscape. Let's say my current fill is green. Every shape I draw will be green. Now let's say that before drawing any shape, I want to change the default color. It cannot be done because the fill and stroke dialog is disabled when no objects are selected. So I need to draw a dummy shape, change the fill and stroke then delete that shape and draw the shape I really want. Else I need to draw a shape with wrong properties, then change its fill and stroke afterwards.

I usually select a tool and then click a color in the palette... verifying in the upper right corner above the snaps that the color is selected. Will this work for you?
- While Tyler Durden is correct regarding colors, there still is no way to define another stroke style beforehand.

It's true that it works with the color palette. But I normally disable the color palette to save screen space.
