Linked SVGs appear as (awful) bitmaps

Adding a linked SVG requires creating the XML from scratch or editing a different linked image URI to point to the SVG file, so I imagine I'm going to hear "it's unsupported." It's part of the SVG spec though, and it's a critical feature to anybody trying to use Inkscape to lay out plots and figures for scientific use. As a figure gets revised the plot itself is updated many times, but the associated numbering/lettering/callouts stay the same - it's a textbook embedding use case.
