Recently the status for this report (in LP) was changed from nothing to Opinion. I would like for it to be considered as a wishlist or feature request.

Many users are having trouble setting their Display units and Scale setting, since changing Inkscape to A4/mm as the default (with 0.92.x). The list discussion brings up many different use cases for and against mm.
I think Inkscape should not be groomed to suit certain use cases over others. It should be made easily and equally usable by all. My opinion.
Currently with 0.92, those who do not want to use mm, or those who want to change from mm to some other real world unit (inches, for example) have to make a few clicks to do so. What's more, many users have needed guidance, because it's neither clear nor intuitive.
If it is required that Inkscape use mm for the default unit (for some reason), please design the UX so that users only have to click once to change their units (like before 0.92). Make the Scale setting silent, or behind an "Advanced" button, or otherwise hidden from ordinary users.
However, my primary wish is to revert to units handling as before 0.92, where px was the user unit, where it was simple to change units -- change one setting -- one click in Document Properties.
Inkscape is Much more flexible as it was before. Please go back to px user units.
