Connectors: Incorrect rerouting with nearby connector-avoided objects

Steps to reproduce:

• open Inkscape
• open sample file

What happened?

The line from the yellow circle to the blue rectangle goes around the red rectangle.

What should have happened?

The line avoids the green rectangle, but does not go around the red rectangle. Move the blue rectangle down by pressing the arrow key once to show the expected result.

Inkscape Version and Operating System:

• Inkscape Version: 1.1-dev (12e2a09, 2020-02-19)
• Operating System: Windows 10
• Operating System version: 10.0.18362

• On OS X 10.7.5 this issue can be reproduced with Inkscape 0.47, 0.48.5, 0.91 r13725 and 0.91+devel r13937.
• 0.91 r13725, Windows 7 Professional 64-bit
