Save as html failure

Steps to reproduce:

• open Inkscape
• open a pdf file
• save file as html

What happened?

It produced this:

What should have happened?

I expected a .html file that could be examined and/or imported into another html document. My first step would be to open the html file with a browser (firefox, seamonkey, chrome, edge) to verify the image is "scaleable".
