Layers drop down box doesn't show all layers on open

Steps to reproduce:

  • open Inkscape
  • maximize the window or move it at the bottom of the screen (i.e. a drop-down menu has nowhere to go)
  • create some layers
  • open the layers drop-down box at the bottom of the window

What happened?

  • The popup has the exact size to fit all layers.
  • The selected layer is directly under the mouse
  • Some "empty" entries are in the drop-down box above the selected layer
  • When you scroll down, the other layers become visible, but there is no scroll bar shown.

What should have happened?

All layers should be displayed when opening the drop-down menu.
