Duplicating a guide does not work

Steps to reproduce:

Note: I found this existing bug in the legacy bug tracker: https://bugs.launchpad.net/inkscape/+bug/511788 Not sure if you plan on fixing it but it would really help, though there is a workaround.

Steps:

  1. Create a guide
  2. Hover over the guide until it's red
  3. Right-click on the guide and select "Duplicate"
  4. Drag the guide

What happened?

There was only one guide there. The guide was not duplicated, so the existing guide was moved.

What should have happened?

The guide should have been duplicated, so dragging it should have left one guide in the original location and should have moved only the new guide.

Additional comments

Other things tried:

  • click on the guide and click CTRL+D : doesnt work
  • alternate way of doing on 1.0 (and onwards) : doing it via duplicate button in guides dialog (by double clicking guide)
  • hacky workaround : creating new guide and snapping it to new one

Inkscape Version and Operating System:

  • Inkscape Version: Inkscape 0.92.4 (5da689c313, 2019-01-14)
  • Operating System: Microsoft Windows 10 Pro
  • Operating System version: 10.0.18362 Build 18362
