Copy text from applications which don't store their clipboard entries as EMF metafiles without creating a text element first

Steps to reproduce:

open Inkscape
open various other programs and write some text there
copy the text in one of the programs
paste it into Inkscape (not in a text object, just click on the canvas)

What happened?

Pasting works from:

Microsoft Word
WordPad
Microsoft Excel

Pasting doesn't work from:

Windows built-in editor
Notepad++
Firefox
Microsoft Edge

What should have happened?

The behavior is the same for every text source.
