Please make ... (ellipsis) in 'Filters' and 'Extensions' menus translatable

Steps to reproduce:

• translate Inkscape

What happened?

• notice that it's possible to insert spaces and use a proper ellipsis character (as it's used for German) before an ellipsis that signalizes that a dialog will be opened for every dialog that is part of the Inkscape code itself, but not for dialogs that will be loaded independently of the Inkscape main code (i.e. filters, extensions).

e.g. for the Fill and Stroke dialog, the translatable string contains the ellipsis, while for the Extrude extension or the Color Blindness filter dialog, the ellipsis is not part of the translatable string.

What should have happened?

• Option 1: include the ellipses in the translatable strings
• Option 2: create a translatable ellipsis that will be glued to the string programatically
