Toolbar button policy fix incomplete

Summary:

A regression has been fixed in inkscape!7211 (merged)

The corresponding bug report (inkscape#5771 (closed)) also mentions the commands bar. This bar seems to have been overlooked.

Steps to reproduce:

Please refer to original bug report, but only test the commands bar.

What happened?

All bars fixed and tested except for that one.

What should have happened?

All bars fixed, and commands bar included in tests, too (I assume it's not, because it's still broken).
