Option to unlock objects below the cursor on the canvas is missing from the context menu

Summary:

What the title says. Tested the fix for inkscape#5381 (closed) for the release notes, and noticed that the option doesn't even show up now anymore.

Steps to reproduce:

• open Inkscape
• create a group of objects or a single object
• lock it with a right-click + choosing the correct option
• try to unlock it again without opening the Objects dialog or 'unlocking all' via the menu (i.e. right-click on canvas)

What happened?

Option to unlock objects below cursor is missing from right-click menu.

What should have happened?

The option should be available.

Also, in the Objects dialog, on right-click, I only am offered to lock the already locked objects. Which does nothing at all.
