Inkscape no longer adds version information to files

Summary:

1.5-dev does not set inkscape:version in the svg attribute anymore. Regression from 1.4.x. Regression occurred between 5632feb and 7f2369a. `

Steps to reproduce:

• open Inkscape 1.5-dev
• Draw something
• Save and inspect the file with a text editor
• Repeat with 1.4.2

What happened?

File from 1.4.2 contains inkscape:version in the text, while the other doesn't.

What should have happened?

inkscape:version should be saved to file.
