Please make Welcome screen and Splash screen options independent

Summary:

Currently, one can only choose to:

• have no dialog / splash at all when starting Inkscape
• only have the splash screen
• have splash screen first, then Welcome dialog

Steps to reproduce:

• open Inkscape
• Edit > Preferences > Window

What happened?

Choices are restrictive.

What should have happened?

I would like to choose what I need exactly. This can be done with two checkboxes instead of the restrictive dropdown. One for the Splash screen, one for the Welcome screen. Doesn't even take up more space.
