Steps in the settings should be able to set to user units (and per-document)

Summary:

There is a step setting in the preferences, but it's not really useful when it's not related to the document unit in any way. I hope it could be made per-document, or at least be able to set to "user units" (instead of an explicit unit like px or mm).
