Blend Filter broken

Summary:

Blend Filter effects do not work.

Steps to reproduce:

Create two overlapping rectangles. lower one red, upper one blue.

In the blue fill set blend mode to multiply to observe the correct behaviour. Set the blue fill blend mode back to normal.

From the menu bar choose Filters->Fill and Transparency->Blend... select multiply, click apply

What happened?
