Shift-Ctrl-D and some other keyboard commands do not work in WIndows 11

Summary:

Windows 11 Insider Preview. Inkscape `1.4. The key command Shift-Ctrl-D does nothing. Ctrl-W also does nothing. Some keyboard commands work such as Shift-Ctrl-P. This behaviour persists no matter what variant of English locale (AU or US or International versions thereof) is selected.

Steps to reproduce:

• open Inkscape
• Issue Shift-Ctrl-D command

What happened?

Nothing happens. No indication of any action of any error.

What should have happened?

Document dialog should have opened.
