Adjusted step size of 10mm will be just 9,790 mm

Steps to reproduce:

-In Inkscape Preferences->Behavior set step size to 10mm at Arrow keys move by: Draw object - select and hit arrow key. The new distance is 9,790 mm instead of 10mm But take Node tool and select every node of the object, hit arrow key; now the distance is exactly 10mm Worked fine Inkscape 1.3.2
