1.4: moving objects by arrows is not working when step is < 1px in preferences

Summary:

I'm not sure if this is some weird bug happening to me, or if it's intentional. The arrow keys move the objects only with large steps (+ Shift), or small steps (+ Alt). Pressing the arrow keys themselves does nothing. I haven't found a setting that could affect their behavior. I'm on Windows 10.

Edit: moving by arrows works only when the setting (arrow keys move by) is larger or equal to 1 px. I used 0.5 px before (which I also expect to work).

Steps to reproduce:

• open Inkscape
• draw a rectangle or anything else
• try to move it with arrow keys

What happened?

• nothing

What should have happened?

• the object should have been moved
