Cannot resize clipped image correctly with snapping enabled

Summary:

Resizing a clipped image with snapping enabled results in the baseline also moving, and the image can't stay in place (see attached video).

Steps to reproduce:

• open Inkscape
• import an image
• draw a rectangle over the image
• clip the image with the rectangle
• enable snapping
• resize the image

What happened?

The whole image moves.

What should have happened?

Only the corner/edge being resized should move.
