Unable to access mac catalina documents folder

Steps to reproduce:

• open Inkscape
• try to access old documents by accessing file/Open...

What happened?

Error opening directory ... :Operation not permitted most folders are greyed out, some not and I can access these

What should have happened?

Under Catalina, most applications generate a dialog (presumably from the OS) asking if I want to allow access to my Documents folder. Subsequent accesses are permitted

Inkscape Version and Operating System:

• Inkscape Version: 1.0 Beta1 32d4812 2019-09-19 (cannot select and copy the text from this)
• Operating System: macOS Catalina
• Operating System version: 10.15
