Feature Request: Disable snapping to locked layer

Summary:

Sometimes I will lock a layer and merely use it as a visual aid to design on another layer. Currently, Inkscape will snap to elements in that layer even if that layer is locked.

I would liked to be able to enable/disable snapping to locked layers.

My current work around is to convert that entire layer to a bitmap and delete the original vectors. Yuck!

Steps to reproduce:

• open Inkscape
• draw a rectangle
• lock a rectangle
• enable snapping
• try to snap to the locked rectancle

What happened?

The rectangle snaps to the locked rectangle.

What should have happened?

There is a snapping option to enable/disable snapping to locked layers/objects.
