Stroke Scaling Issues when Transform behavior = preserved

Summary:

Steps to reproduce:

Inkscape 1.2, 1.3.2 and 1.4beta2

• Disable Stroke scaling
• Set Transform behavior to "Preserved" in the settings.
• Draw a square using the rectangle tool
• Drag a horizontal scaling handle to increase the horizontal size

Result: The two vertical lines have stroke scaled. (Incorrect)

Compare:

• Disable Stroke scaling
• Set Transform behavior to "Optimized" in the settings.
• Draw a square using the rectangle tool
• Drag a horizontal scaling handle to increase the horizontal size

Result: No scaling of lines (correct)
