Welcome dialog "Show this every time" is a toggle button instead of a checkbox

Summary:

In Inkscape 1.4 (beta), "Show this every time" is a toggle button instead of a checkbox. It makes it pretty unclear whether the dialog will show up or not next time, and a checkbox would serve the purpose better here.

Steps to reproduce:

• open Inkscape
• observe the bottom left of the Welcome dialog

What happened?

A toggle button is in place.

What should have happened?

A checkbox is in place.
