Tooltips for selector tool grammatically incorrect because of 'dual use' of strings
Summary:
- The Selector tool has a bunch of tooltips for each button, and probably other tools, too.
- Those for rotation and mirroring seem to use a concept different from the others, they display a title, a description and a keyboard shortcut (which is nice).
- Unfortunately, the titles make use of strings from the action titles, which are for some reason all ordered in a grammatically incorrect way (e.g. "Object Rotate 90 CCW"). I think the reason might be that they then order properly when searched for in the commands bar and on the command line, as the word order mirrors the hierarchy. This is why I've never changed them in my previous work on making Inkscape's strings more helpful.
- This is not something I can fix myself, unfortunately. It needs either:
- a decision to give up the hierarchical strings and go with something user-friendly or
- a change in where the strings for the button are coming from

What happened?
Tooltips don't make sense to non-developers and translators.
What should have happened?
Tooltips should use a string that is made to be seen by users.
