PowerClip only available in LPE dialog for clipped objects (should take clip from clipboard instead)

Steps to reproduce:

  • open Inkscape
  • create two objects
  • try out various ways to add a PowerClip LPE

What happened?

  • select both + use LPE selection dialog: nothing
  • group both + use LPE selection dialog: nothing
  • select one + use LPE selection dialog: nothing
  • Clip > Set inverse: LPE becomes visible, and one can then un-invert it.
  • another observation: the eye icon for this LPE doesn't do anything

What should have happened?

There should be a way to link paths in the LPE's dialog, or, if the LPE must only be applied via menu, then it should be greyed out in the list.
