1.4.x: Highlighting swatches in new swatches dialog doesn't work reliably (on hover)

Steps to reproduce:

• open Inkscape
• open View > Swatches > Palette chooser dropdown
• hover over different swatches

What happened?

Sometimes they are highlighted, and sometimes they aren't.

What should have happened?

Swatches should be highlighted when the mouse hovers over them.
