guides as objects in layer panel [feature request]
Hi! I'd appreciate being able to see and control guides in the layer panel. I think guides should also be regarded as objects by Inkscape.

benefits of guides as objects (visible in layer panel):
- guides would be selectable individually or as a group.
- easily copy-pasted (in place) on to other pages in the same project or into other Inkscape projects (either the whole bunch or a few chosen ones).
- individually hideable/lockable. in Adobe Illustrator (were guides are visible in layer panel), I find that I prefer to hide/lock certain guides while keeping others visible or movable. in Inkscape they're either shown/unlocked or hidden/locked altogether. that's quite limiting.
- a general overview of all the guides used in a project. currently they're only shown on the canvas. the layer panel can provide an overview of all the guides you're using in the project. this is very useful when you have complex grid systems or perspective grids for drawing. in Adobe Illustrator, I often used to have layers that accommodated only guides and guide groups. it was very useful for illustrating as well as logo and UI design. in such projects I tend to have multiple grids on the same canvas and I could distinguish them this way.
- the ability to join guides to an object. this is particularly useful in logo and pictography/iconography design. especially for branding projects that require to yield a brand guideline at the end. In Adobe Illustrator, it's possible to group guides together with other objects in the layer panel. this allowed me to join a logo design with the grid I calculated for it. this is incredibly useful for several reasons; it moves together with the logo on the canvas. it can be copy-pasted together with the design on to other pages/projects. it provides a look back to design system for an item from the past, while easily being hidden or note being rendered in the final export.
