Extensions gallery: Shows descriptions for custom extensions and location for stock extensions. Uniformity needed.

Summary:

For some reason, when I hover over any extension in the new Extensions Gallery, one out of two things happens:

• for custom extensions: the extension's description is displayed in the title text
• for stock extensions: the menu path to the extension is displayed in the title text

Steps to reproduce:

• open Inkscape
• open Extensions > Extensions Gallery (why plural, btw? Same q for filter gallery)
• hover over the entries

What should have happened?

For both kinds of extensions, the same data should be displayed and not half of the information omitted. The path is useful, as is the description.
