Scrolling on numeric fields should decrease/increase value

Summary:

Scrolling on numeric fields currently only changes values in certain circumstances (I'm not sure what, they work sometimes and stop working other times), and they should be made universally scrollable whether the field is selected or not (like what happens in Krita or GIMP 2.10).

Steps to reproduce:

• open Inkscape
• scroll on a numeric field

What happened?

The value stays the same.

What should have happened?

The value changes by scroll steps or other criteria.

Additionally, it would be great if scrolling on color strips in the Fill and Stroke dialog also changes the value.
