Opacity works only at specific options

Summary:

Opacity can not be changed for locked object from "Fill and Stroke" panel.

It gives info "Locked object cannot be modified". In previous version it was possible to change it even for locked object.

But it can be changed from panel "Layers and Objects" even for locked object. Why there is such a discrepancy?

Steps to reproduce:

  • open Inkscape
  • import pic
  • set attribute as locked
  • try to change opacity via "Fill and Stroke" panel

What happened?

info appears "Locked object cannot be modified"

What should have happened?

it should change the opacity no matter the object is locked or not
