I was wrong about the issue type, templates add an
issue description widget, not issue type widget.

- Replace passive with active voice where appropriate
- Remove extra steps from instructions

- Correction: dialogs remain running in 1.0.x too, not just 0.92.x
- Correction: remove mention of gdb on MacOS, which lacks instructions

Renables issue_templates, which was disabled
to hide the Issue type widget. This is now
permanent because of the Incident type

Merges Debug info and Inkscape Version,
to reduce confusion, see #4642

(partial revert of 3acd5930)

- Corrects mistakes in "Collecting Backtraces"
- Removes unnecessary list format
- Address bug reporters. We can just copy the text now.
