Inkcape's HPGL export does not work properly

#### Steps to reproduce:

- Take any SVG, e.g. the Telefunken logo from Wikipedia:
https://upload.wikimedia.org/wikipedia/commons/d/de/Telefunken.svg
- open SVG in Inkscape
- Save as HPGL, no matter how arguments are chosen
- Watch result in any another HPGL import capable viewer (e.g. CorelDraw, Corel Desiner)
#### What happened?
The HPGL is not correctly shown. Some lines have strange coordinates, in most cases too big. Some objects are not shown.
You see a screeshot of CorelDraw HPGL import of the telefunken logo.
Interestingly, the result looks the same with Inkscape HPGL importer itself! :-)
Same procedure works properly with e.g. CorelDraw.

#### What should have happened?
Seems to be a problem in principle of the Inkscape HPGL exporting routine. Perhaps: general review.
