Hershey Text extension should be under Text submenu, rather than Render

Steps to reproduce:

• open Inkscape
• try to find the Hershey Text extension

What happened?

Can't find under Text submenu

What should have happened?

Should be under Text submenu, rather than Render

Inkscape Version and Operating System:

• Inkscape Version: 1.0alpha (289ca37, 2019-04-09)
• Operating System: Windows 7, 64-bit
• Operating System version: above
