Inset/Outset Halo duplicates circles instead of increasing size of duplicates

Summary:

... When using this feature, it creates incrementally sized halos, but they are not sized correctly.

Steps to reproduce:

• open Inkscape
• Create an ellipse
• object to path
• click Extensions>Generate from Path>Inset/Ouset Halo
• click apply

What happened?

• The halos are created, but not incrementally, so all the halos are the exact size of the original object.

What should have happened?

• It should have created the halos at incremental sizes
