No definable pen speed per layer on HPGL plot

The current export-plot extension has the feature to do multi pen plots by defining the layer name as pen1, pen2, pen... etc. Different pens have different recommended drawing speeds. The current extension can not output speed variables on a per pen basis. I have a merge request that will add this feature coming up.
