dxf import fails in generate_ellipse
Steps to reproduce:
- open Inkscape
- try to open R13_-3d-Line-_Exploded_Meassure.dxf (file taken from inbox#2076 (comment 312931955), saved as R13 dxf file with simple lines and text object only)
What happened?

- 1.1-dev (4e2169377c, 2020-05-06) Linux Mint 19.1 both with extensions synced and at master (cc4bedea and 735dfe3d respectively)
Imports correctly in Inkscape 0.92.5 (fe8e1c6569, 2020-04-22)
