Custom Monthly Goals not included in Service Year Projected Hours

I just found an issue where any months with a custom monthly goal are not being included in the Projected Hours calculation for the Service Year.

To clarify - setting the Monthly Goal in Settings will not trigger this issue. It is only if you set a custom monthly goal in the Hours detail screen on a month-by-month basis. If you have not used this feature then you will not see the issue.
