Manage filters from web interface

Provide a unified view of the "filters" for each backup.

May need to auto-backup the minarca patterns.

Then provide a view of the patterns.

In a later version, we may allow to manage the filters from the web interface:

• User interface to define the patterns
• Let minarca client load the filters from the web interface
• Define the filter using tags on the host and rules
