Unable to download history exports via FTP

History exports stored in the Galaxy User's FTP Directory are visible via an FTP client, but downloading them fails with the error:

Statut :	Démarrage du téléchargement de /test_export.rocrate.zip
Commande :	cd "/"
Réponse :	New directory is: "/"
Commande :	get "test_export.rocrate.zip" "/home/abretaud/Bureau/test_export.rocrate.zip"
Erreur :	/test_export.rocrate.zip: open for read: permission denied
Erreur :	Échec du transfert du fichier

Uploading works normally, but downloading does not. This seems to be related to the permissions applied to the exported files.
