I am creating this issue as a place for discussion of Cloudflare and Tor. I'd appreciate if the link to this issue gets distributed to anyone interested in causing change.
Cloudflare's treatment of Tor users is quite heartbreaking to me to see how they treat those most vulnerable as well as members of the privacy/security community who need stronger than average security protections. The 1.1.1.1 resolver by Cloudflare claims to care about Digital Privacy yet Cloudflare treats us like second class internet citizens.
The captchas aren't even the worst part of this all. It's often the inability to solve them or being forced to solve 12 captchas before actually passing.
If a website has Cloudflare's "under attack" mode enabled Tor Browser users cannot access the site at all without enabling Javascript increasing their attack surface. While most Javascript isn't malicious, it's one more thing Tor Browser has to render and one more place where things can go wrong. If you're lucky you'll get a Javascriptless captcha which ends up being harder to solve but at least its solvable!
And this is just part of a larger problem of how anonymous internet users are treated. Tor users CANNOT use the Google search engine at all. You'll see a screen like this.
