Summary: Siderail covers MediaWiki notices when using VisualEditor

Description: When using VisualEditor, MediaWikit notices such as SiteNotice and EditNotice appear as dropdowns from the editing toolbar, rather than being placed at the top of the page. The positioning of these notices conflicts with that of the Siderail, so they are pushed underneath, mostly obscuring them. I understand the ads aren't supposed to be above everything, but it kind of defeats the purpose of a notice if it's hidden. It's not as big a deal with SiteNotice, because people can read that while just viewing the page normally, but the EditNotice only appears while editing.
